MSP (Managing Successful Programmes) is a best-practice guide from the OGC (Office of Government Commerce, an independent Office of the Treasury). Managing Successful Programmes provides a business or organisation with the framework and strategies of programme management - in other words, providing an approach for managing change and delivering business benefits from a set of related projects.
A fulfilled project or projects are the keystones of success for a programme. A programme is made up of a specific set of projects identified by an organisation that together will deliver some defined objective, or set of objectives, for the organisation. The objectives or aims of the programme are normally at a strategic level, so that the organisation can achieve benefits and improvements in its business operation.
MSP programme management is becoming an increasingly important aspect of managing business change, whether it is within different parts of an organisation, across the whole organisation or involving a group of organisations. Through programme management, changes can be made within a company that is beneficial to the business, because change is always occurring within an organisation and a response is always needed, for example, as new processes or services are introduced or when supplier relationships alter. Change may be internal, such as improving the quality of products, or external, such as new government policy.
MSP programme management plays a major role in allowing projects to work in a certain way for the success of a programme, and organises people for activities in order to reach their goal. MSP is also needed to help organisations achieve excellence by improving practices, offering better services, preparing more effectively for the future and encouraging innovation.
Managing Successful Programmes is designed for nearly any type of organisation, as long as key personnel (normally a senior manager/officer) have had suitable training in MSP programme management. The MSP Foundation exam consists of 50 questions and lasts 40 minutes, and a score of at least 60% is needed in order to pass and proceed with the other exams. The MSP Practitioner examination requires candidates to demonstrate that they understand the application of programme management in a complex business environment. Therefore candidates should be familiar with the culture of large organisations and the measurement of benefits at a strategic level. The Registered MSP Practitioner qualification is now established as the premier programme management qualification in many parts of the world.

I?ve been meaning to blog this suppressed sentiment. It?s been months since this happened but for some reason, I always fail to document my thoughts. Now that I?m having an extended weekend vacation, I have the time to finally escape the sentiment that has been occupying my stressed system.
Several months ago, I was required to attend a seminar about Business Plan Writing. The seminar gave me new ideas on how I could be a better Business Plan instructor. But given the fact that I don?t anymore teach Business Plan Writing, I?d rather reserve the knowledge to other profitable venture. Haha Hello freelance works! I?m ready and more equipped now.
We were blessed to be accommodated by a? knowledgeable and experienced speaker. He is an educator and a businessman at the same time. That?s what you can a perfect lethal master. Everything in the seminar went almost perfect not until a ?beautiful? colleague raised her ?important? opinion on the kinds of businesses that our college kids are pursuing. While colleague was expressing her touch-me-not prowess, I wished that her students heard what she said. Colleague was always claiming that she is proud of our college kids. She was always commending her students in her Facebook account. The pitiful and innocent college kids were made to believe that she is like a real concerned second mother.
Colleague criticized our college kids in front of the distinguished speaker. How about that? Colleague specifically pointed out that most of our students? businesses lack depth and innovation. Our students? businesses evolve only on turon, fish balls, bananacue and the like. How I wish the college kids really heard how she belittled their ideas. While I was equally disappointed, the speaker made the best answer. According to Mr. Speaker, we should teach our college kids to dream big businesses. It should be that way. However, we cannot discount the fact that mediocre business ideas don?t necessarily meant a waste of time. If the student can sell a bananacue ten times faster than all of his competitors, then there?s something extraordinary from an ordinary idea. ?As to how the student turned the ordinary business idea to an extraordinary earning opportunity, consider that as an excellent component of a business plan.
In the few years I?ve taught Business Plan Writing, I?ve lived to the principle that there is no such thing as a useless business venture. Every business meant opening an opportunity. The real excellence in business planning emerges on how a student can unearth profit to an idea that is often belittled by some substance empty prowess. At the end of the day, successful businesses are not often defined by a unique idea. It?s how a student handles the idea that steers the business to success. In like manner that there is no such thing as a small business idea. Every idea represents? a tiny seed of opportunity. The real measure emerges on how a student will turn a seed to a productive tree that survives and profits over time.
Pardon this rant post. The teacher just want to speak her mind aloud.
Perineural invasion (PI) in skin cancers is a significant finding potentially requiring additional treatment. There are four levels of PI: perineural inflammation, minimal microscopic invasion of small nerves, larger nerve invasion, and invasion with clinical symptoms (pain, numbness, or motor deficits). With greater level of PI, there is a greater risk of recurrence, lymph node metastases, and distant metastases.
Neurotropism of cancer cells was at one time believed to be caused by the spread along perineural lymphatics. The current theory of perineural spread is based on the cleavage plane between the perineurium and the nerve ? an area of lower mechanical resistance to tumor spread.
Perineural spread is more common in tumors ?2.5 cm and in the head and neck area. The majority of perineural spread is < 1 cm while spread >2cm is unusual. The spread is believed to be continuous ? tumor ?skip areas? along the nerve are thought to be artifactual. However, some aggressive cancers can spread significant distance through perineural invasion as far as the skull base. In such cases the cancers also invade adjacent structures and can metastasize.
The incidence of perineural invasion for basal cell carcinomas is 1-6% and for squamous cell carcinomas 3-14%. Incidence is higher for spindle cell and adenosquamous cell variants. In fact, microcystic adnexal carcinoma (MAC), known for its silent subcutaneous spread, carries an 80% incidence of perineural spread.
The lowest level of perineural invasion is suggested by finding of perineural inflammation. Inflammation can be traced out microscopically to reveal perineural tumor cells in deeper sections. Several studies have shown that perineural in?ammation may serve as a marker for or even mask perineural invasion. This assertion is supported by the fact that over 60% of basal cell carcinomas exhibit moderate to heavy peritumoral infiltrate of helper T cells. Some authors have even suggested rapid immunohistochemistry staining with antihuman epithelial antigen (Ber-EP4) and cytokeratins to reveal BCC masked by inflammation.
The next level of PI is minimal microscopic invasion of small nerves <0.1mm. This is likely equivalent to the cases of perineural inflammation. Local recurrences rate with small caliber nerve involvement is up to 9%.
Large caliber nerve involvement by PI has been defined at ?0.1mm. The incidence of recurrence has been estimated as high as 50% and risk of death at 32%. Involvement of named nerves by PI is analogous to large caliber nerve involvement. Usually, large caliber nerve involvement is found in tumors larger than 2 cm, invading 1 cm or more, and poor histologic differentiation. 10-year local control rate of 62% has been reported.
Finally, perineural invasion with clinical symptoms of nerve involvement is another indicator of aggressive behavior and of poor prognosis. These symptoms include pain, numbness, paresthesias, and motor deficit. 10-year local control rate has been reported to be only 50%.
Treatment when perineural invasion is discovered must involve more aggressive surgery and occasionally radiation. When PI is found with Mohs surgery, removal of an additional surgical stage is recommended after tumor-free margins are obtained. Radiation therapy of the local area is indicated with larger caliber nerve (?0.1mm) or named nerve involvement. Radiation to the skull base or the involved cranial nerve ganglia is appropriate in these cases. Some argue to the futility of radiation because perineural tumor spread is slow and thus less amenable to radiotherapy. This decision can be modulated by the tumor behavior and its growth rate: the more rapid the tumor growth ? the more radiosensitive the tumor.
Perineural invasion can be an indicator of significant tumor extension, metastases, possible future recurrence, and decreased survival. In the first few years after treatment, close follow-up of these patients is required ? both with physical examination and with imaging.

MOSCOW (AP) ? Russian hackers on Tuesday attacked the website of the Moscow court where three members of the Pussy Riot punk band were tried and sentenced to two years in prison for an irreverent protest.
The Russian offshoot of the loose-knit movement known as Anonymous tweeted that it had taken down the website of the Khamovniki district court.
According to search engines' cached pages, the hackers posted Pussy Riot's latest song ridiculing President Vladimir Putin on the website, along with calls to release the band members. One headline read: "Putin's thieving gang is robbing our country! Wake up, comrades!"
The website ? hamovnichesky.msk.sudrf.ru ? was not available later Tuesday.
Court spokeswoman Darya Lyakh said the Supreme Court would demand the hackers face criminal charges.
The three female band members were punished for a provocative stunt in February at Moscow's main cathedral in which they asked the Virgin Mary to deliver Russia from Putin, who was elected to a third term two weeks later.
Their trial caused an international furor, and small but raucous protests were held around the world Friday when the women were convicted and sentenced. Celebrities including Paul McCartney, Madonna and Bjork have called for them to be freed.
One of the activists said they were treated roughly by the special forces officers who escorted them back to jail after the sentencing. The women were transported in a bus full of burly officers, and two more buses carrying additional special forces troops drove along with them, Maria Alekhina wrote.
"To throw such resources at three women can mean only one thing: fear," Alekhina said in a handwritten note posted on the Internet by her lawyer. "And it's amazing to see the sweep of such fear."
The punishment of Pussy Riot has highlighted the crackdown on the opposition since Putin returned to the presidency in May.
FREETOWN, Sierra Leone (AP) ? An outbreak of cholera in West Africa has infected more than 13,000 people and killed at least 258 people in Sierra Leone and Guinea, authorities said as they appealed for international assistance.
Sierra Leone's President Ernest Bai Koroma has declared the outbreak there an "emergency issue," and has set up a task force to prepare the budget that will be needed to stem the outbreak.
"All of this is the aftermath of the 11 years rebel war when we had a huge rural-to-urban migration and a huge population clustered in the urban area where adequate provision has not been made for water and sanitation. This is what we have been witnessing today," Minister of Health and Sanitation Zainab Hawa Bangura told The Associated Press.
She said that in the capital, Freetown, there have been about 100 deaths during the past month, especially in congested areas. That brings the total to at least 176 dead in Sierra Leone, while 82 deaths have been reported in neighboring Guinea.
"It is important to request help from the international community in order to spread the mobilization of resources," she said.
Cholera is an infection of the small intestine, contracted by eating or drinking contaminated food or liquids. It can cause acute diarrhea and vomiting and can kill within hours.
The International Federation of Red Cross and Red Crescent Societies said there has been a spike in reported cholera cases since mid-July and the onset of the rainy season. Over the past five weeks, 6,000 cases alone have been confirmed in Sierra Leone and many other cases might not been officially reported.
"This current outbreak of cholera has the potential to be devastating and is proving very difficult to control," said Amanda McClelland, IFRC emergency health coordinator. "We are particularly concerned by the rising numbers in Freetown, which suffers from overcrowding, poor sanitation and lack of safe water access ? all factors which contribute to this deadly disease."
Parts of Mali and Niger have also been affected by the outbreak, the Red Cross said.

Updated at 4:57 p.m. ET: The University of Colorado will segregate students who have concealed-weapons permits in special dorms, but their firearms will have to be locked up before bedtime, according to campus police.?
University officials have amended their student housing contract at its Boulder and Colorado Springs campuses to accommodate students who are 21 years or older and have concealed-weapons carry permits, said Ryan Huff, public information officer with the University of Colorado's campus police?in Boulder.
"If you have a permit, you can carry a concealed weapon on campus,?as long as its hidden away from view,?and you can even have it with you in?class," Huff told NBC News. "What you can not do is?have it on you at a ticketed event, such as football games, or in any of the residence halls on campus."
The university?s policy change comes after the Colorado Supreme Court upheld an appeals-court decision in March that struck down the university?s ban on guns.
?I believe we have taken reasonable steps to adhere to the ruling of the Colorado Supreme Court, while balancing that with the priority of providing a safe environment for our students, faculty and staff,? CU-Boulder Chancellor Philip P. DiStefano said in a statement on the university?s website.

University officials say both campuses will establish a residential area for students with permits but will ban guns in all other dormitories, according to the new policy.
Huff said those who live in residence halls will have to lock up their firearms with police, but can check out their weapon before and after they go to their residence hall. For those living in family housing units, he said, safes will be established and?supervised by the housing monitor.

"Ultimately, CU-Boulder and Students for Concealed Carry have the same goal in mind, the safety of campus patrons," David Burnett, director of public relations for Students for Concealed Carry, said in an email to NBC News. "We feel that CU's previous policy of expecting criminals to comply with 'no-gun' stickers on the doors was absurdly ineffective, and are happy they have made the change to allow campus carry."?
The new policy, however,?isn?t sitting well with James Manley, a lawyer for the Mountain States Legal Foundation, a nonprofit group in Lakewood, Colo., that advocates liberty and freedom.
"We still need to see the actual language of the policy before we make a decision on how to proceed," Manley told The Daily Camera in Boulder.
University officials say less than 1 percent of its staff, faculty and students have concealed-carry permits, according?to the?Boulder newspaper.
Under Colorado law, to get a concealed-carry permit, a person must be 21 or older, get a federal background check and demonstrate competence with a firearm, including through a class, or military or police service.
On July 20, a mass shooting occurred at a midnight screening of "The Dark Knight Rises" in the suburb of Aurora. James Holmes, a 24-year-old former doctoral student at the University of Colorado,?is accused of killing 12 people and injuring 58 others in the spree.
Huff said there is no connection between the university's new policy and the Aurora shootings.
"The university wanted to make sure its new policy was in place before students returned for the school year," he said.
According to the university website, students will start returning to residence halls on Tuesday; classes begin for the semester on Aug. 27.

ScienceDaily (Aug. 16, 2012) ? In the face of a changing climate many species must adapt or perish. Ecologists studying evolutionary responses to climate change forecast that cold-blooded tropical species are not as vulnerable to extinction as previously thought. The study, published in the British Ecological Society?s Functional Ecology, considers how fast species can evolve and adapt to compensate for a rise in temperature.
The research, carried out at the University of Zurich, was led by Dr Richard Walters, now at Reading University, alongside David Berger now at Uppsala University and Wolf Blanckenhorn, Professor of Evolutionary Ecology at Zurich.
?Forecasting the fate of any species is difficult, but it is essential for conserving biodiversity and managing natural resources,? said lead author Dr Walters. ?It is believed that climate change poses a greater risk to tropical cold-blooded organisms (ectotherms), than temperate or polar species. However, as potential adaptation to climate change has not been considered in previous extinction models we tested this theory with a model forecasting evolutionary responses.?
Ectotherms, such as lizards and insects, have evolved a specialist physiology to flourish in a stable tropical environment. Unlike species which live in varied habitats tropical species operate within a narrow range of temperatures, leading to increased dangers if those temperatures change.
?When its environment changes an organism can respond by moving away, adapting its physiology over time or, over generations, evolving,? said Walters. ?The first two responses are easy to identify, but a species? ability to adapt quick enough to respond to climate change is an important and unresolved question for ecologists.?
The team explored the idea that there are also evolutionary advantages for species adapted to warmer environments. The ?hotter is better? theory suggests that species which live in high temperatures will have higher fitness, resulting from a shorter generation time. This may allow them to evolve relatively quicker than species in temperate environments.
The team sought to directly compare the increased risk of extinction associated with lower genetic variance, owing to temperature specialization, with the lowered risk of extinction associated with a shorter generation time.
?Our model shows that the evolutionary advantage of a shorter generation time should compensate species which are adapted to narrow temperature ranges,? said Walters. ?We forecast that the relative risk of extinction is likely to be lower for tropical species than temperate ones.?
?The tropics are home to the greatest biodiversity on earth, so it imperative that the risk of extinction caused by climate change is understood,? concluded Walters. ?While many questions remain, our theoretical predictions suggest tropical species may not be as vulnerable to climate warming as previously thought.?

But then Tebow addressed the situation on Thursday (the GQ thing, not his birthday), saying he wasn?t aware he?d be on the cover.

Tebow said in comments to the media, which were transcribed and distributed by the team.? ?It was something that I think I did maybe six years ago in college.? Honestly the first time I heard [it] was when we were in the cafeteria and it was on ESPN.? That?s when I found out, so it was kind of a shocker to me as well.?
It?s hardly obvious that the photos are outdated; the most controversial image appears to have Tebow in a crucifix pose, with the color dulled to the point where it creates the impression that the pants are Jet green and not Gator blue.

ScienceDaily (Aug. 16, 2012) ? Researchers have finally found a compound that may offer the first effective and hormone-free birth control pill for men. The study in the August 17th Cell, a Cell Press publication, shows that the small molecule makes male mice reversibly infertile without putting a damper on their sex drive. When the animals stop taking this new form of birth control, their sperm rebound and they are again able to sire perfectly healthy offspring.
"This compound produces a rapid and reversible decrease in sperm count and motility with profound effects on fertility," said James Bradner of the Dana-Farber Cancer Institute, the lead author of the study.
A male birth control pill hasn't been easy to come by in large part because of the challenge of getting any drug across the blood:testis barrier, where it can reach the sperm-generating cells. That lack of contraceptive alternatives for men is partially responsible for the high rate of unplanned pregnancies. Despite the unsatisfactory options for male contraception, nearly one-third of couples rely on male-directed birth control methods.
Known as JQ1, the compound developed in the Bradner lab works by targeting a testis-specific protein called BRDT that is essential for fertility. When mice are given the BRDT-inhibiting molecule, they begin producing fewer sperm and those sperm they do produce don't swim as well.
"This is a good reason to get excited about low sperm counts," said Martin Matzuk of Baylor College of Medicine, another author of the report.
Mating studies confirm that JQ1 indeed works as effective contraception. Even better, those effects are complete and reversible and without adverse consequences for the animals' testosterone levels or behavior. The small molecule also comes without any apparent adverse effects on the males' future offspring.
"There has not been a new reversible contraceptive for men since the development of the condom, centuries ago," notes William Bremner from the University of Washington, Seattle in an accompanying commentary in which he refers to Matzuk and Bradner's contraceptive method as "a breakthrough new approach."
"We envision that our discoveries can be completely translated to men, providing a novel and efficacious strategy for a male contraceptive," the researchers wrote, noting the high degree of conservation between human and mouse BRDT proteins.

People who have blood types A, B, or AB have a slightly higher risk of heart disease compared to those with type O, the most common kind, according to research released Tuesday.
Those who know they are at higher risk may be more motivated to make changes to lower their chances of heart disease, said Dr. Lu Qi, senior author of the study from Harvard School of Public Health in Boston.
"We cannot change blood type but we can change lifestyle," said Qi, who led a study released last year that showed blood type may affect stroke risk.
The new study involved about 90,000 men and women in two observational health studies that cover more than 20 years. Combined, 4,070 people developed heart disease. The researchers considered age and other factors like diet, drinking, family history of heart attacks that could contribute to heart disease.
The increased risk for type A was 8 percent; type B, 11 percent; and type AB, 20 percent.
While the study did not examine how blood type may affect heart disease risk, it noted that research has shown some characteristics of different types may be a factor. For instance, some research suggests that blood types might affect cholesterol levels or the risk of developing blood clots.
The findings were published in the American Heart Association journal Arteriosclerosis, Thrombosis and Vascular Biology.
A doctor not involved in the study cautioned that the increased risk for non-O blood types is modest, and that other risk factors like smoking have a bigger impact.
"Most of things that are this modest, most of the time they don't meaningfully change how you'd think about your risk overall," said Dr. Amit Khera, director of the Preventive Cardiology Program at the University of Texas Southwestern Medical Center in Dallas.
"This shouldn't cause much alarm for most of the population," he added.
No matter what blood type, Harvard's Qi said everyone should pay attention to risk factors they can change, including smoking, weight, high cholesterol, high blood pressure and a sedentary lifestyle.
Type O is the most common blood type, followed by A, B and AB. About 45 percent of whites, 51 percent of blacks, 57 percent of Hispanics and 40 percent of Asians have blood type O, according to the American Red Cross.
Type A: 40 percent of whites, 26 percent of blacks, 31 percent of Hispanics and 28 percent of Asians.
Type B: 11 percent of whites, 19 percent of blacks, 10 percent of Hispanics and 25 percent of Asians.
Type AB: 4 percent of white and blacks, 2 percent of Hispanics and 7 percent of Asians.
